R.E.M. was an American rock band from Athens, Georgia, formed in 1980 by drummer Bill Berry, guitarist Peter Buck, bassist/backing vocalist Mike Mills, and lead vocalist Michael Stipe. One of the first alternative rock bands, R.E.M. was noted for Buck's ringing, arpeggiated guitar style, Stipe's distinctive vocal quality and obscure lyrics, Mills's melodic basslines and backing vocals, and Berry's tight, economical style of drumming.
R.E.M. released its first single—"Radio Free Europe"—in 1981 on the independent record label Hib-Tone.

The song begins with what sounds like a middle A note, or part of an A chord, with feedback. Not playable on clean guitar so must be a second guitar line.
Riff 1 ------ The chords here are E for 3 beats Esus4 for 1 beat D for 4 beats
E 022100 Esus4 022200 D xx0232
This is the "Windout...if you're out of wind" part
Riff2 ----- Simply a quiet but fast-strummed A for 6 beats followed by a blast of G, with gusto, for 2 beats.
"Bridge" bit in the middle ----------------------------------| E-0-2-3-2-0-2-3-2-0-2-3-2-0-2-3-2-| B G D A E
From memory I think it ends on a long E chord.
Lyrics:
Windout - if you're out of wind Windout - if you're really spent Windout - if you're young and red
Yeah, tick tock, it's tine o'clock Once is good enough, you really go...
So find out - if you're really spent Find out - if you're out of wind Windout - if you're out of sin
Winding up
There's no doubt - that you're feeling fine No doubt - that you're out of mind No doubt - that you're young and red
Windout - if you're really spent Find out - if you're young and red Windout - if you're out of wind If you're young and red
Tick tock time to clock my band Once is good enough, you really go...
Windout, find out, no doubt Windout, find out, no doubt Windout, windout, windout
